Governing Through Furniture: a rua como decisão disfarçada de condição (C2)

A street can be read, if one is willing to be slow about it, as a document about who is expected and who is merely tolerated. The evidence is not in the buildings, which lie, but in the smaller fittings that nobody photographs: the bench with an armrest at its midpoint, which prevents lying down and is described in the specification as a comfort feature; the spikes in a doorway, installed against pigeons and effective against people; the lighting chosen to make a corner unwelcoming after eleven. None of this is announced. All of it is legible. What the street will not admit is that it has a policy, since a policy requires an author, and the arrangement prefers to present itself as the way things happen to be. This is the great advantage of governing through furniture. A law is debated and can be repealed; a bollard is simply there, and the person it excludes has no procedure available to him but to walk on. And so the pavement performs the trick that all successful power performs: it converts a decision into a condition, so that those who move freely along it experience the street as neutral, and only those who cannot experience it as an argument.
