Every civilisation with a coast has assigned the sea a character, and no two have agreed. It has been a road, a wall, a grave, a mother, an argument for God and, later, an argument against him. That the same body of water can support so many incompatible readings ought to have suggested, long ago, that it is not the sea that is being described. The evidence is all in one direction: the sea offers no resistance to interpretation whatsoever, and this total permissiveness is mistaken for depth. Stand at the edge in bad weather and the honest reaction is not awe but administrative panic — the sudden knowledge that nothing out there is arranged with reference to you, that the whole apparatus of intention by which you navigate a city is inapplicable, and that the water is not, in any sense worth defending, wild, since wildness is still a relation to us. Poets have called it cruel, which is generous; cruelty at least implies attention. Sailors, who are in a position to know, tend to describe it in the flattest available terms, in numbers and in weather, and this refusal of metaphor is not a failure of imagination. It is the local form of respect.
