Passiva de reporte: "is believed to have fled" (acredita-se que fugiu). "Believes" tornaria o suspeito o autor da crença, invertendo o sentido.
2 It ___ that the painting was smuggled out of the country during the war.
Estrutura impessoal "It is thought that..." (pensa-se que). "It thinks" atribuiria a opinião ao pronome vazio "it", que aqui não tem referente.
3 The company is reported ___ record profits last quarter.
Como o lucro é anterior ao reporte ("last quarter"), usa-se o infinitivo perfeito: to have made. "To make" indicaria fato presente/habitual, incompatível com o passado.
4 There ___ to be over a thousand applicants for the position.
Na estrutura "There + passiva de reporte", o verbo concorda com o sujeito real plural (applicants): are said. "Is said" falha na concordância.
5 The new bridge is expected ___ by the end of next year.
A ponte será concluída (voz passiva), logo "is expected to be completed". "To complete" faria da ponte o agente da conclusão.
6 He is alleged ___ in the scheme for over a decade.
"Is alleged to have been involved" combina reporte presente com fato passivo anterior e contínuo. "That he was involved" só caberia na estrutura impessoal "It is alleged that...".
7 The manuscript ___ to date from the twelfth century.
Passiva de reporte: "is presumed to date from" (presume-se que date de). "Presumes" daria ao manuscrito o papel de quem presume.
8 It is widely assumed ___ the talks will resume next month.
Após "It is assumed", a oração de conteúdo é introduzida por "that". "Which" só retomaria um antecedente, que não existe aqui.
9 The victims are understood ___ warning messages hours before the flood.
O recebimento é anterior ao momento do reporte ("hours before the flood"), pedindo infinitivo perfeito: to have received. "To receive" perderia essa anterioridade.
10 The minister ___ to be considering resignation, although no statement has been issued.
"Is rumoured to be considering" = corre o boato de que está considerando. "Rumour" como verbo só existe na passiva de reporte; as formas ativas são agramaticais nesse sentido.
