After the Carriages: cavalos, trabalho e a liberdade que não veio (B2)

When the city council voted last spring to end horse-drawn carriage rides in the old quarter, the decision was reported as a straightforward victory for animal welfare. For the drivers, it was something more complicated. Most had inherited the licence from a parent, and few had another trade. Within months, several of the animals had been rehomed at a rural centre where children with limited mobility learn to ride. The centre's director is careful not to celebrate. Therapy work, she points out, is still work, and a horse that spends six hours a day carrying strangers around a paddock is not living in a meadow either. The animals are calmer and better fed than before, she says, and that is a genuine improvement. It is not, however, the freedom that campaigners imagined they were buying.
