Ask most teachers why their pupils sit in rows facing the front, and the honest answer is that the room came that way. Furniture is inherited, and inherited furniture carries an argument. Rows assume that knowledge travels in one direction, from a person standing to people sitting still. Move the same tables into clusters and something shifts within a week: quieter students speak, the teacher walks more, and the noise level rises in ways that inspectors sometimes mistake for chaos. I am not claiming that clusters teach algebra by themselves. A badly planned lesson in a circle is still a badly planned lesson. But the arrangement of a room is a claim about who is allowed to talk, and it is worth making that claim deliberately rather than accepting whatever the previous decade left behind.

A ressalva feita em "I am not claiming that clusters teach algebra by themselves" cumpre, no texto, a função de

A badly planned lesson in a circle is still a badly planned lesson". Ainda assim, o autor mantém a posição de que "the arrangement of a room is a claim about who is allowed to talk", o que descarta a leitura de que ele defende as fileiras ou mudou de opinião.
