Resposta correta: A

A pista está em "Establishments choosing to participate in the program receive a certificate" e em "The restaurants participating in this voluntary program have taken a progressive position": o texto fala sempre dos estabelecimentos que escolheram aderir, nunca de todos os restaurantes do estado. Quem marcou B deixou passar uma frase explícita: "second-hand smoke causes lung cancer in adult nonsmokers and impairs the respiratory health of children".
