Cities: nominalização em registro formal (C1)

For most of the twentieth century, the direction of urban policy was outward. Density was diagnosed as the source of disease, disorder and unrest, and the remedy was space: wide roads, separated functions, a lawn between every household and its neighbour. The consequences were slow to appear and are now difficult to reverse. Distance made the car compulsory, the car made the distance greater, and the tax base that might have funded transit dispersed along with the population. The ___ of density as a planning ideal has been driven less by aesthetics than by arithmetic. Compact settlement lowers the per-household cost of pipes, cables, buses and emergency response, and the difference is large enough to appear in municipal balance sheets. What has not been resolved is who pays for the transition. Adding homes to an established neighbourhood imposes visible costs on residents already there and delivers diffuse benefits to people who have not yet arrived, and no political system rewards that arrangement.
