Cities: used to para hábitos passados (B1)

For most of human history, cities were the exception. Fifty years ago the majority of the population ___ in villages and small towns, working directly with the land. Today more than half of humanity lives in urban areas, and that number keeps growing. Big cities offer hospitals, universities and jobs, but they also produce traffic, pollution and loneliness. Urban planners now try to build neighbourhoods where a school, a market and a park are all within walking distance, so that families do not need a car for every single activity.

Resposta correta: E

Para falar de um hábito ou situação do passado que não existe mais, usa-se "used to" seguido do infinitivo sem "to". "Use to" só aparece em frases negativas e interrogativas com o auxiliar "did" (didn't use to live). "Be used to" tem outro significado, "estar acostumado com", e pede substantivo ou gerúndio depois, o que torna "were used to live" e "are used to live" incorretos.
