Cities: wish e if only (B2)

Between 1950 and 1970 dozens of cities in Europe and the Americas dismantled their tram networks. The reasoning seemed sound at the time: rails were expensive to maintain, buses were flexible, and the private car was the future. Planners now wish they ___ those systems, because rebuilding a light-rail line costs many times what it would have cost to keep one running, and cities that never removed their trams enjoy an advantage they did nothing recent to earn. The wider lesson concerns how urban decisions are evaluated. A tram line looks like a cost on a spreadsheet, while congestion, poor air quality and the hours residents lose in traffic appear nowhere, because nobody sends an invoice for them. Cost-benefit analysis is only as honest as the columns it includes.

Quando "wish" expressa arrependimento por algo que aconteceu no passado, o verbo seguinte vai para o past perfect: I wish I had done it. Como as redes de bondes foram desmontadas décadas atrás, apenas "had kept" traduz o lamento retrospectivo dos urbanistas. "Would have kept" não é usado depois de wish com o mesmo sujeito, já que would after wish serve para reclamar do comportamento de outra pessoa ou de situações futuras. "Have kept" e "will have kept" são tempos ligados ao presente e ao futuro, incompatíveis com um fato encerrado.
