Whales: phrasal verbs (B2)

Commercial whaling is no longer the main threat to large whales; shipping is. Collisions with vessels kill an unknown but substantial number every year, and chronic engine noise interferes with the low-frequency calls that whales use to find each other across hundreds of kilometres. Both problems have the same cheap solution: slower ships. A modest reduction in speed in known feeding corridors reduces both the force of any strike and the noise generated, while saving the operator fuel rather than costing money. Marine biologists have therefore ___ mandatory speed limits in a small number of well-mapped areas, rather than a general restriction that industry would fight for a decade. Voluntary schemes already exist, and compliance, unsurprisingly, is highest where somebody publishes the data.
