Jungles: phrasal verbs (B2)

Tropical forest is not a single thing. From the air it looks uniform, but ecologists distinguish primary forest, which has never been cleared, from secondary growth that returns after logging and holds a fraction of the original diversity. The economics are brutally simple: a hectare of standing forest earns nothing for the person who lives beside it, while the same hectare cleared for cattle earns something immediately. Certification schemes and carbon payments exist precisely to change that arithmetic, but they only work if the money actually reaches the community. Investigations in the Amazon have repeatedly shown that concession holders ___ commitments they signed years earlier, leaving villages without the schools, clinics or royalties they were promised, and leaving the forest cut anyway.
