Libraries: preposição dependente de adjetivo (C1)

The public library is the least fashionable and most durable of civic institutions. It survived the paperback, the internet and successive rounds of austerity, and it did so by quietly changing what it is for. Circulation of physical books has fallen; use of the building has not. The library is now where people apply for benefits they can only claim online, where the homeless spend a winter afternoon without being asked to buy anything, where children encounter a room that makes no demand of them. None of this appears in the statistics used to justify the budget, which still count loans. Defenders argue that the institution is inseparable ___ the idea that a public should have somewhere to go that is neither a shop nor an office, and that measuring it by transactions misses the point entirely. Councils facing statutory obligations elsewhere find that argument difficult to fund, which is why closures continue in the places with the fewest alternatives.
