Algorithms now make decisions that used to belong to people: who is offered credit, whose CV reaches a human recruiter, which neighbourhoods receive extra policing. The difficulty is that a model trained on historical data inherits whatever bias the history contains, and then applies it at a speed and scale no human committee could match. In 2020 a European court examined an automated system used to detect welfare fraud and ordered it withdrawn, on the grounds that citizens could not understand or challenge the reasoning behind a decision that affected them.
