Helicopters: subjuntivo em that-clause (C1)

The helicopter is a machine of exceptions. It lands where nothing else can, and for that reason it is trusted with the work that tolerates least error: mountain rescue, offshore transfer, organ delivery, the evacuation of casualties from ground no ambulance will reach. It is also, by a considerable margin, the least forgiving aircraft in routine civilian use. Its accident rate reflects not mechanical fragility but the missions it is asked to fly, often at night, often in weather that has already grounded everything else, and often under pressure from the very urgency that justified the flight. Regulators have responded by attacking the pressure rather than the machine. After a series of fatal medical-transport crashes, safety boards demanded that a second qualified pilot ___ present on every night mission, and that dispatchers be shielded from knowing whether a patient is critical. The reasoning is deliberately impersonal: a crew that does not know the stakes cannot be tempted by them.

Verbos de ordem e exigência como "demand" introduzem uma that-clause no subjuntivo, em que o verbo aparece na forma base independentemente do tempo do verbo principal. O próprio texto confirma o padrão logo adiante, na oração coordenada "that dispatchers be shielded". Por isso "is" e "was" estão descartados: o indicativo transformaria a exigência em relato de fato, sentido incompatível com a decisão regulatória descrita. "Will be" é igualmente impossível, pois o subjuntivo mandativo não admite marca de futuro, e "having been" produziria uma forma sem verbo finito na subordinada.
