Water plants: subjuntivo após verbo de exigência (C1)

Aquatic plants are the quiet agents of freshwater ecology. They oxygenate, they stabilise sediment, they shelter invertebrates and they compete with the algae that turn a lake opaque. They are also, in the wrong basin, among the most destructive invaders on record. Water hyacinth, sold ornamentally for its flower, has closed navigable channels across three continents and can double its coverage in a fortnight, and the cost of clearing it falls on fisheries that had no part in importing it. Ecologists have therefore demanded that the ministry ___ the licences that still permit the sale of several such species through garden centres and online traders. The request is resisted on familiar grounds: the trade is small, the risk is probabilistic, and the plants are already present in ponds throughout the country. Every one of those points is true, and none of them addresses the asymmetry at the centre of the case, in which private profit precedes an unbounded public liability.

Depois de "demand that", o inglês formal emprega o subjuntivo presente, no qual o verbo permanece na forma base mesmo com sujeito de terceira pessoa do singular. Por isso "revokes" está incorreto: a marca de concordância é justamente o que o subjuntivo suprime. "Revoked" transformaria a exigência em relato de um fato passado, o que contraria o pedido ainda pendente descrito no parágrafo seguinte. "Revoking" deixaria a subordinada sem verbo finito, e "will revoke" introduz futuro, incompatível com a construção mandativa.
