Few public health measures have been as effective or as unpopular as the fluoridation of drinking water. The evidence accumulated since the 1940s is consistent: at concentrations around one part per million, decay rates fall substantially, and the benefit is largest among children whose families cannot afford regular dental care. Dental associations therefore hold that it is essential that fluoride ___ added to municipal supplies wherever natural levels are low. Opponents rarely dispute the dental arithmetic. Their objection is political, and it is not trivial: medication delivered through the water supply cannot be refused without abandoning the supply itself, and consent, once removed, is difficult to restore selectively. Defenders answer that the same logic would forbid the chlorination that made the water safe to drink at all. The disagreement is really about where the boundary of individual choice falls when a collective system is the only means of delivery, and no amount of clinical data can settle that.
