Pandas: inversão com not only... but also (C1)

No animal has been asked to carry a heavier symbolic load than the giant panda. It is the emblem of an international conservation movement, the star exhibit of a dozen zoos, and an instrument of statecraft: for decades the loan of a breeding pair has marked a warming of relations, and its withdrawal a cooling. Not only ___ a diplomatic instrument, but it has also reshaped how conservation is financed. The reserves established to protect it now cover a substantial share of a mountain range, sheltering takins, golden monkeys and thousands of plant species that no donor would have funded directly. Sceptics call this an accident of charisma, and they are right. The species chosen to attract money are chosen for their faces, and the ecosystems that lack a photogenic occupant remain unprotected. The defence is pragmatic rather than principled: a flagship is a fundraising device, and a movement that refuses such devices tends to protect nothing at all.

Com "not only" em posição inicial, a oração exige inversão sujeito-auxiliar, e o present perfect da segunda parte da correlação ("but it has also reshaped") confirma que o auxiliar deve ser "has". As alternativas em ordem direta mantêm a estrutura de oração declarativa comum e por isso não atendem à exigência do advérbio fronteado. "Have" quebra a concordância com o sujeito singular "the panda". Em "has become the panda", o sujeito aparece depois do verbo principal, ordem que a inversão do inglês não autoriza, pois apenas o auxiliar antecede o sujeito.
