No animal has been asked to carry a heavier symbolic load than the giant panda. It is the emblem of an international conservation movement, the star exhibit of a dozen zoos, and an instrument of statecraft: for decades the loan of a breeding pair has marked a warming of relations, and its withdrawal a cooling. The defence is pragmatic rather than principled: a flagship is a fundraising device, and a movement that refuses such devices tends to protect nothing at all.
