Pets: causativo have something done (B2)

Neutering is the least glamorous part of animal welfare and probably the most effective. Every unplanned litter competes for the same limited number of homes, and shelters in most large cities are permanently full. For this reason many rescue organisations will not release an animal until the future owner agrees to ___ within an agreed period, and some include the procedure in the adoption fee so that cost cannot be an excuse. The policy is occasionally criticised as paternalistic, and vets acknowledge that very early surgery carries risks for certain large breeds. Yet the alternative is visible in any municipality without a subsidised programme: colonies of stray cats, dogs euthanised for lack of space, and volunteers paying out of their own pockets for problems that public policy has ignored.

O tutor não realiza a cirurgia: ele providencia que um veterinário a realize, situação expressa pelo causativo have + objeto + particípio passado. "Have it neuter" e "have it neutering" fariam do próprio animal o agente da castração, o que é impossível. "Have it to neuter" significaria que o tutor tem o animal disponível para castrar pessoalmente, alterando o sentido. "Having it neutered" não pode aparecer depois de "agrees to", que exige infinitivo sem terminação -ing.
